They are the three kinds of votes every joke can have. The first is good votes, the second is bad votes, the third one is an indicator of the number of votes that the joke is "possibly offensive". The first two are pretty obvious, did you or did other people think the joke was good or bad. The third one is a little more subtle. You can like a joke (i.e. vote good) but still think that because it's dirty or because it has a racial stereotype that it might be offensive. Thus "possibly offensive" is simply a checkable item separate from your vote.

Sometimes they are abbreviated #/# # when we don't have a lot of room to show the icons. So 20/3 0 tells you that 20 people thought the joke was good, three thought it was bad, but nobody thought it was offensive and 5/0 3 says that five people liked the joke but three people also thought it might be offensive.

What is OpenID?
OpenID is a system for logging in to multiple websites with a single identity, allowing you to prove you are the same person across multiple sites. You can have the exact same OpenID at every site that supports it (i.e. you are no longer forced to chose johnsmith, johns, and john1064 at different sites you visit) and none of the websites know your password. How do I get an OpenID?
We've made it very easy by setting up an affiliation with MyOpenID.com. Just click here to get an OpenID from MyOpenID.com or use one you already have from another OpenID provider (like LiveJournal, WordPress, AOL, etc.). The wiki on OpenID.net provides a long list of OpenID providers. You may already have an OpenID and just don't know it.
